Arc 380 is a commercial development at 380 Jalan Besar. The site is actually a redevelopment of the former Eminent Plaza. Arc 380 is developed by the Tong Eng Brothers Private Limited. Teo Thye Chor and his younger brother Thye Hong came to Singapore from the Hui Ann District of Fujian, China. In the 1940s, they set up a company to trade electrolytic tin plates used for can and bottle cap production and invested in property development after the war. They were the first to develop a 5.5 acre industrial estate in Little Road in the Paya Lebar area.

The company has a long history of property development which started in the 1960s, building hundreds of houses and apartments in Tong Eng Heights, now known as Changi Heights. They were also responsible for the development of West Sea Garden in Pasir Panjang, Tong Kong Garden in Upper Paya Lebar and the shophouses along Upper Paya Lebar Road. The company had three shophouses along Cecil Street with many of the adjoining pre-war shop houses. It was later redeveloped to a 26-storey office building now known as Tong Eng Building. They are also have a wealth of experience in residential and commercial developments in Singapore like Greenbank Park, Green Meadows Condominium, Kew Cottages, Serenade Gardens, Trendale Tower, Serangoon Plaza, Stratton Park, Belgravia Park and Stratton Green.
